This a viewer for a set of historic atlases that had been unceremoniously thrown out and left for dead in Louisville, KY. They were rescued some time in the late 1980s by Dr. Robert Miles, retired Purdue University Professor of Civil Engineering, who donated them to Purdue University Libraries.
